Avalon mayor blames ‘elimination of certain police powers’

A directive issued by Attorney General Gurbir Grewal in December set out to limit youth interaction with the juvenile justice system by directing officers to let kids off with curbside warnings rather than a summons or arrest. But a rise in summer crowds at the Shore has sparked new debate over the recent changes as so-called disruptive behavior by teenagers had led to to curfews and shutdowns on boardwalks, like in Avalon.
