What happens if Gov. Phil Murphy doesn’t sign legislation?

There’s another holdup on the bill to legalize adult-use marijuana in New Jersey, this time just as Gov. Phil Murphy was getting ready to sign the legislation. At issue is whether there should be penalties for those under the age of 21.

As it stands, the bill legalizes the possession or use of up to 6 ounces of cannabis and does away with criminal and civil penalties for minors. But those penalties still apply for underage users of alcohol. The constitutional amendment goes into effect Jan. 1. What happens if the governor doesn’t sign?
