New Jersey Citizen Action is speaking out against a bill that would change the corporate structure of Horizon Blue Cross Blue Shield. The group says public concerns about the bill have not been addressed, including what happens to the insurer’s $7 billion in assets. Horizon, an underwriter of NJ Spotlight News, has argued a restructuring would allow it to increase its investments in healthcare.
