With a November election in the offing, Gov. Phil Murphy does stand to benefit if the Legislature agrees to the budget he proposed on Tuesday. From organized labor to progressive groups, there appears to be something in it for many. Some of his proposals will likely become his best and worst enemy going into election campaign season.
