The number of children placed out of their homes in foster care has declined by 44 percent since 2004, from about 13,000 to 7,200. This reflects a change in practice by the Division of Youth and Family Services, which now emphasizes serving children in their own homes when possible rather than moving them to out-of-home placement. In the fiscal year ending July 2011, 3,899 children were placed in resource families (unrelated), while 2,393 were placed with relatives. Of the remaining children, 723 were placed in residential or group homes, and 182 were living independently. Approximately 73 percent of children served by DYFS are under the age of 12.
