Four years ago, a furious Gov. Chris Christie booted six of its seven commissioners and its $313,000-a-year boss. Four officials left in handcuffs, and more than 100 employees were flat-out fired. But once the smoke cleared and the headlines disappeared, more than a whiff of impropriety lingered at the nation’s fifth-largest wastewater plant.
