For decades, it sat in squalor in the middle of Newark — an eyesore that racked up disgusting violations. Newark’s mayor even went to the courts in his effort to rehab the complex. On Thursday, renovations at the Garden and Spruce Spires affordable housing complex are complete and hundreds of families have a new option for housing.
