Election 2021: Legislative District 13

The 13th District comprises 16 communities in Monmouth County: Aberdeen, Atlantic Highlands, Fair Haven, Hazlet, Highlands, Holmdel, Keansburg, Keyport, Little Silver, Marlboro, Middletown, Monmouth Beach, Oceanport, Rumson, Sea Bright and Union Beach.

Republicans hold a slight voter registration advantage, with 30%, over 28% Democrats. Still, about 46% of all voters are unaffiliated. The district skews red. 

Sen. Declan O’Scanlon Jr., a Republican who is the CEO of a consulting firm and lives in Little Silver, is defending his seat against U.S. Army veteran Vincent Solomeno III, a Democrat from Hazlet. 

In the Assembly race, GOP incumbent Gerard Scharfenberger, a teacher from Middletown, is running with Vicky Flynn, president of the Holmdel Board of Education, for the two seats against Democrats Allison Friedman, an attorney from Aberdeen trying again to win a seat, and Erin Howard, a small business owner from Fair Haven. The other incumbent, Republican Assemblywoman Serena DiMaso, lost in the primary and so is not on the ballot.
