  • The NJ Department of Education released it’s plan to address learning gaps and the increase in mental health issues among students and staff caused by the COVID-19 pandemic.
    • They are utilizing the latest round of federal Elementary and Secondary School Emergency Relief assistance provided by the most recent coronavirus relief package, totaling $1.2 billion in support for New Jersey schools.
      • $75 million in grants to regular operating districts, charter schools, renaissance school projects, and county vocational school districts to help curb learning loss and accelerate learning.
      • $30 million worth of non-competitive grant funding to help them strengthen mental health supports for their students and school staff.
    • They will broaden the use of DOE’s “Start Strong” assessment to attain where students are at the beginning of the next school year and beyond.
    • The Department will be applying to the federal government for a waiver of statewide standardized testing administration and accountability requirements.
  •  The Department of Human Services is again extending several of its COVID-19-related child-care assistance programs for families and providers. These programs will now continue through the end of June.

  • Governor Murphy signed an executive order that will, effective immediately, allow a limited number of spectators for all indoor and outdoor high school and other youth sporting events – basically all non-collegiate and non-professional sports.

  •  Governor Phil Murphy signed legislation that will expand opportunities for outdoor dining in New Jersey.
    • The bill (S3340) sets forth a framework for municipalities to allow restaurants, bars, distilleries, and breweries to utilize outdoor spaces or public sidewalks as extensions of their business premises. 
    • The bill extends the effective period of permits issued under an ABC special ruling made last summer that allowed licensees to expand the premises where they can serve alcoholic beverages to include outdoor spaces. Restaurants will now be able to maintain the permit through November 30, 2022, or the date at which indoor dining returns to full capacity at restaurants – whichever is later.

  • The Department of Labor released the unemployment figures for last week, and the number of new initial unemployment claims increased slightly from last week – a little under 1,300 statewide.

  • Governor Murphy announced that, as of this morning, 82 schools are currently fully open for in-person instruction while 362 are currently offering a hybrid of in-person and remote instruction that has some students in the school building at some point in the day.
    • The number of schools providing all-remote learning has increased to 320. And 47 districts are operating with a mix of all-remote, in-person, or hybrid learning across buildings.
  • Murphy also spoke about remote learning noting that the total number of students who currently lack either the proper device or connectivity for remote learning is now 14,349.
    • That is down more than 54 percent from the week before last

    • One extended the public health emergency for another 30 days

  • Governor Murphy announced the state is on-schedule to open six vaccine “mega-sites” across NJ in early January.

  • The Division of Alcoholic Beverage Control announced formal action against ten bars and restaurants which were found in violation of our public health executive orders, among other citations.
    • The charges brought seek suspensions of liquor licenses for anywhere between ten and 115 days depending on the charges filed.
      • The establishments against which ten-day suspensions are being sought are the Wicked Wolf in Hoboken, and 30 Strikes Lanes in Stratford.
      • A 15-day suspension is being sought against Eddie’s Bar and Liquors in Bayonne.
      • A 20-day suspension is being sought against Jalapenos Bar and Grill in Gloucester City, and 25 days against New Brunswick’s George Street Ale House.
      • A 30-day suspension is being sought against both Reilly’s Bar and Grill in Kearny and 814 South Pub and Kitchen in Somerdale, and 40 days against the Graystone Inn in Little Falls.
      • Black Betty’s Saloon in Sayreville faces a 70-day suspension.
      • The charges against the tenth establishment, B&B Saloon in Atlantic City, seek a suspension of 115 days.
  •  The unemployment figures for the past week showed a week-over-week increase in initial claims of roughly 3,500, for a total of just over 17,000
    • Over the past nine months, more than 1,840,000 New Jersey workers have filed claims for unemployment assistance. The Department has distributed more than $19.7 billion to New Jersey workers during that time, for an average of nearly $14,000 per claimant.

  • The Governor unveiled two predictive models, one created by the Department of Health and one by the Office of Innovation and Technology, to try and paint a picture of the worst case scenario for the second wave of the virus.
    • The DOH model has us topping-out at 12,595 reported cases on January 14th and has hospitals treating 8,747 patients by January 13th
    • The Office of Innovation’s model takes us to a high of 9,932 cases, but having to wait until February 1st to reach that peak. It envisions a peak of 8,689 hospitalizations on February 5th
    • The Governor cautioned that these are just models, they change every day and they improve the more people focus on social distancing, wear masks and follow guidelines

  • There are three new walk-up testing sites now operating in Camden City, through a partnership between Camden County, Cooper University Medical Center, and the Camden Coalition of Healthcare Providers.
    • Testing is now available from:
      • 10 a.m. to 2 p.m. every Monday at the Veterans Memorial School at 800 North 26th Street
      • Every Wednesday from 10 a.m. to 2 p.m. at the Cooper Poynt School at 201 State Street
      • And on Thursdays at the Dr. Charles Brimm Medical Arts High School at 1626 Copewood Street, again from 10 a.m. to 2 p.m
      • Each of these sites will remain in operation at the days noted until there is no longer a demand for testing. They do not require an appointment.
  • Over the past week, a total of 18 new in-school outbreaks were confirmed – those are two or more cases epidemiologically linked to in-school activity – with a total of 103 subsequent new cases of coronavirus infection.
    • Since the beginning of the school year, the state has recorded 88 total outbreaks directly linked to in-school transmission and a total of 388 cases.

  • Murphy signed an executive order to change inclusion into the New Jersey Immunization Information System from an opt-in to an opt-out program for any resident who chooses to receive a COVID-19 vaccination.
    • This means that if you wish to be vaccinated against COVID-19, you don’t have to first opt-in to the system to make sure that your two-dose regimen is properly tracked and managed.
    • 30 days after the current public health emergency ends, individuals who enrolled due to the COVID-19 vaccine will be afforded the opportunity to withdraw from the system.

  • Governor Murphy signed legislation expanding eligibility for the 20 weeks of extended unemployment benefits that the Department of Labor provides for those who have exhausted their state and federal unemployment benefits.

  • The New Jersey Economic Development Authority has now exceeded 30,000 businesses which it has been able to assist through its suite of COVID relief programs, whether it be direct grants, low-interest loans, support for private-sector lenders and Community Development Financial Institutions, or capital guarantees for entrepreneurs.
    • Particularly, the Small Business Emergency Assistance Grant Program has to-date provided more than $120 million to more than 27,000 businesses and non-profit organizations, and another 22,000 are in line to receive funding in Phase 3 of the EDA’s grants program.
  • The EDA is also maintaining its NJ Small and Micro Business PPE Access Program, which provides businesses with discounts on the purchase of PPE from designated vendors, including Office Depot, Boxed, and Staples.
    • Right now, all New Jersey-based businesses, regardless of size, can receive a 10 percent discount on their PPE purchases through these vendors.
    • But, starting tomorrow, businesses with 100 or fewer employees will be eligible for a total discount of nearly 70 percent. All small businesses previously approved for 25 percent discounts will automatically have their accounts updated to the 65 percent discount level for all future purchases.
      • And the deadline to register your business for this discount has been extended from November 30th to December 10th.
  • The Governor drew attention to several testing locations that are available across the state:
    • For residents of Union County – which has been among our hardest-hit counties – there are two new sites available to you tomorrow. You can go to either the Jefferson School at 155 Hilton Avenue in Union from 10 a.m. to 1 p.m. or to the 7th and 8th Grade Academy at 1139 Kline Avenue in Rahway between the hours of 3 p.m. and 5 p.m.
    • In Atlantic City, tests will be available tomorrow at the Stockton University Residential Complex at 3701 Boardwalk, from noon to 7 p.m.
    • Testing will also be available at St. Michael’s Church on North Mississippi Avenue from 9 a.m. to 4 p.m. this upcoming Friday, November 27th, and Saturday, November 28th.
    • And testing will also be conducted at the Atlantic City Convention Center both Friday and Saturday of this week – from 10 a.m. to 6 p.m. – as well as Monday through Saturday of next week, November 30th through December 5th, and the following week, as well, December 7th through December 12th.
    • In Galloway Township, testing will be available on the campus of Stockton University – at the Townsend Residential Life Center on December 5th and 6th from noon to 7 p.m. and at the Lakeside Towne Hall on December 7th and 9th from 9 a.m. to 5 p.m.
    • And, in the City of Camden, tests will be available at the Mastery Charter Schools McGraw Elementary at 3051 Fremont Avenue starting next Monday, November 30th, and every Monday through December 21st.

  • Governor Murphy issued an administrative order clarifying that for outdoor organized high school sporting events, individuals necessary to the sporting event, such as players, coaches, and referees, will not count towards the 150-person limit.
    • This will mean that these sporting events, including the upcoming Thanksgiving-week high school football games, can have up to 150 spectators. However, all spectators must continue to abide by social distancing requirements.

  • Hoboken Mayor Ravi Bhalla announced partnerships with two additional organizations, Medicine Man Pharmacy and ivee, for COVID-19 testing through Wednesday.
    • ivee: On Tuesday, November 24, over 275 COVID-19 tests will be offered through the City’s partnership with ivee at the Multi-Service Center (124 Grand Street) for Hoboken residents between 8 am and 5 pm. Ivee offers PCR testing, and results will be emailed within 24-48 hours. To sign-up for testing, visit http://www.hobokennj.gov/ivee.
    • Medicine Man Pharmacy: On Sunday, November 22, 125 COVID-19 tests will be offered through the City’s partnership with Medicine Man Pharmacy at 605 Jackson Street for Hoboken residents between 9 am and 1 pm. Medicine Man Pharmacy offers rapid testing (BD Veritor Plus Antigen test), which will be emailed within 3-6 hours of testing. To sign-up for testing, visit http://www.hobokennj.gov/medicineman. Appointments will also become available for an additional 125 rapid tests on Wednesday, November 25 between 9 am and 1 pm, in the coming days.
    • Prompt MD: In addition to new testing dates on Friday, November 20 and Tuesday, November 24, Prompt MD will be adding additional testing hours at 605 Jackson Street on Tuesday afternoon until 3 pm. Prompt MD offers PCR testing. To sign-up for testing, visit http://www.hobokennj.gov/promptmd. Prompt MD previously added testing this upcoming Friday and Tuesday, in addition to existing testing dates on Mondays and Thursdays.

  • Governor Murphy, alongside six other regional governors, urged all colleges and universities to make COVID testing available to all residential students before they leave for Thanksgiving break.
    • Any student who tests positive will be encouraged to isolate on campus or – if they are to go home – to make arrangements for their safe travel home in coordination with local health officials

  • The Governor also spoke about the state’s digital divide in schools
    • As of today, 70.3 percent of districts have reported that they currently have no device or connectivity needs. This is an increase from last week of 0.3 percent.
    • Back in the summer the state estimated that roughly 231,000 students lacked either the proper device or connectivity for remote learning – this week that has been reported at just over 35,000 students, which marks an almost 12 percent reduction since last week’s update.
