The budget proposals for fiscal year 2020 put forward by Gov. Phil Murphy and the Legislature are almost the same size, separated by about $200 million ($38.9 billion for the governor’s plan versus $38.7 billion for the legislative plan). But there are key disagreements between the two sides on how revenue would be raised and where it would be spent.
