Justice Department finds ‘pattern of unconstitutional policing’ and will appoint monitor

A three-year long federal investigation has found that the Newark Police Department was involved in “a pattern of unconstitutional policing.”

Among other findings, the federal probe determined that Newark police had engaged in illegal stop-and-frisks, made arrests in violation of constitutional rights, often used unreasonable force, frequently stole money and property from people they arrested, and arrested a disproportionate number of black residents.

The Justice Department announced that a federal monitor will be appointed to oversee the Newark force.
