Repairs, rebuilding delayed by overwhelming number of applications for construction-related permits

Homeowners trying to rebuild in the aftermath of Hurricane Sandy faced a number of hurdles on the road that leads to a return to normalcy, ranging from delayed insurance payments to contractors with big backlogs of jobs and lengthy waiting lists.

Add one more challenge: trying to get necessary construction permits from municipal departments overwhelmed with applications — in Toms River alone, more than 10,000 permits have been issued since last November, nearly double the typical amount.
