There are 5,224 inmates in New Jersey prisons, or 22 percent of the inmate population, serving time for drug violations, according to the 2012 state Department of Corrections annual report. The vast majority of these prisoners, or 83 percent, were convicted for sale and distribution charges. Drug violations include distribution, manufacture, possession, and use.

About 19 percent of most state prison inmates, including youth facilities and the Edna Mahan Correctional Facility for Women, are drug violators. The only facility not to house a drug offender is the Adult Diagnostic and Treatment Center, which houses sex offenders. About 44 percent of inmates in halfway houses are there for drug offenses.
