According to the just-released Energy Master Plan (EMP), the typical residential customer pays $11.84 each month for stranded costs — the amount utilities said they would not be able to recover due to deregulation of the energy sector. The formula that determines this amount was struck during the deregulation process in 1999.

These charges are the third largest on a monthly residential bill, behind only the $78.41 it costs to produce the energy and the $25.41 it costs to deliver it to your home.
