On an average day, New Jersey subsidizes the care of 21,820 foster and adopted special needs children, according to the Department of Treasury.

For foster care, families are paid a minimum of $713 a month to provide a home to a needy child, plus healthcare, clothing allowance, reimbursement for childcare and other services such as tutoring, camps, special transportation and the like.

New Jersey also helps families adopt special needs children, who are defined as older or those with some type of handicap. The adoption subsidies also offer a monthly stipend, plus healthcare and clothing allowance, as well as coverage of legal fees.
